New Regulations: Serializing 80% Lowers
The California DOJ recently released some regulations.
- If you previously made an 80% lower (or any other self-made firearm), you need to register your existing serial number with CFARS. (California Firearm Application Reporting System.)
- If you are planning on making one, you will need to contact the DOJ to receiver a serial number.
You have until January 1st, 2019 to comply.
This does not apply to you if:
You have already registered your firearm as an "Assault Weapon" with the DOJ,
You have already registered your serial number with CFARS or been provided one by the DOJ.
You had to register it with the Federal government, for any reason.
It isn't a handgun, and you built it before Dec 16th, 1968.
Or it's a curio, relic, or antique as defined in Section 479.11 of Title 27 of the Code of Federal Regulations.
In short, it is now a moderate hassle to build an 80% lower, similar to registering an Assault Weapon.
